IT Park residency in Uzbekistan
An Uzbek company that develops software or provides IT services can become an IT Park resident. Until 1 January 2028 it pays no profit tax, VAT or social tax, and its staff pay 7.5% income tax. Sovera applies for a company you already have for USD 1,500.
At a glance
IT Park Uzbekistan residency
IT Park gives IT companies registered in Uzbekistan a special tax regime. A company applies online with a business plan and IT Park decides within 15 working days. Until 1 January 2028 a resident is exempt from all taxes, including profit tax, VAT and social tax. From 2028 to 2040 it stays exempt from every tax except VAT, but only in a year in which exports make up more than half of its income. In return it pays IT Park 1% of its income each month and has its accounts audited every year.
- 0%profit tax, VAT and social tax for residents until 1 January 2028
- 7.5%income tax on staff salaries, instead of 12%
- 15working days for IT Park to decide on an application
- 1%of total income paid to IT Park every month
- Residency is a status, not a territory. IT Park works on an extraterritorial principle, so a resident can be based anywhere in Uzbekistan.
- The exemptions cover income from the listed activities. Other income, such as interest or rent, is taxed in the ordinary way, so a resident keeps separate accounts (Tax Code, articles 80 and 297).
- Sources: the IT Park regulation (Cabinet of Ministers Resolution No. 589 of 15 July 2019, paragraphs 2, 9 to 30), Presidential Decree UP-5099 (paragraphs 5 and 8), the Tax Code (article 483), Cabinet of Ministers Resolution No. 303 (paragraph 9 and annex 21) and Presidential Resolution PP-388. Checked on 15 October 2026.
Benefits
What do IT Park residents pay?
Until 2028, almost nothing beyond the deduction to IT Park and the staff’s 7.5%. From 2028 the answer depends on how much of the resident’s income comes from exports.

| Ordinary company | Resident until 31 December 2027 | Resident from 2028, exports over 50% | |
|---|---|---|---|
| Profit tax | 15% | None | None |
| VAT | 12% | None | 12% |
| Social tax | 12% of payroll | None | None |
| Income tax on staff pay | 12%, withheld from salaries | 7.5%, withheld from salaries | Not yet set: the 7.5% rate runs to 1 January 2028 |
| Dividends to a foreign founder | 10%, or less under a tax treaty | 5% if exports exceed 50% of income, otherwise 10% | 5% |
| Customs payments on qualifying equipment | Payable | None. Customs fees are still paid | None. Customs fees are still paid |
| Payment to IT Park | None | 1% of total income a month | 1% of total income a month |
- From 2028, a resident whose exports are 50% of its income or less in a calendar year pays profit tax, VAT and social tax like an ordinary company for that year. IT education providers qualify instead if more than half of their adult graduates join exporting residents. On our reading of the Tax Code (article 75), a resident that owns property or land still owes 1% of the property and land tax otherwise due.
- The deduction to IT Park rises to 2% for residents with income of UZS 5 billion to 100 billion, and to 3% for income of UZS 100 billion or more, if they miss the minimum export share (see below).
- Sources: Decree UP-5099, paragraphs 5 and 8; Decree UP-157, paragraph 2; Tax Code, articles 258, 337, 353, 381 and 483. Ordinary-company rates are the general ones; a small company may pay 4% turnover tax instead of profit tax and VAT. Dividend rates are before any tax treaty.
Can a payment or fintech business use IT Park? Not with benefits. Since 1 April 2026, payment organisations, payment system operators, marketplaces (electronic payment systems) and microfinance organisations receive no IT Park tax or customs benefits (PP-388, paragraph 12), and IT Park’s application form says they cannot become residents. Software companies that sell to banks and fintechs are not affected.
Who qualifies
Who can become an IT Park resident?
A legal entity registered in Uzbekistan, with an activity on IT Park’s list and a business plan that IT Park accepts. The regulation sets no minimum capital, staff, office or trading history.
- 01
An Uzbek legal entity
A foreign company cannot be a resident itself. It registers an Uzbek LLC, which can be 100% foreign-owned and can apply as soon as it is registered. Individual entrepreneurs and freelancers cannot hold the status.
- 02
An activity on the list
The list has 30 items: software development, support and data processing, IT consulting and audit, information security, electronics and devices, IT education, multimedia, design and esports, venture financing, data centres, R&D and aerospace, among others.
- 03
IT-enabled service exports
Business-process outsourcing for clients outside Uzbekistan, exports of information services over the internet and knowledge-process outsourcing qualify. So does a service company active in at least two foreign countries whose exports exceed its domestic sales.
- 04
A plan IT Park accepts
The expert council can refuse a project it finds outdated, not promising or insignificant, or a plan that goes beyond the listed activities. The plan has to show real services, clients and numbers.
- 05
Start-ups in Digital Startups
Start-ups taking part in the government Digital Startups programme receive residency directly, without these criteria, pay a fixed 1% and are not held to the export minimum.
- The list is annex 2 to the IT Park regulation. Presidential Resolution PP-59 of 11 February 2026 and Cabinet of Ministers Resolution No. 93 of 5 March 2026 added seven items; none was removed. The shorter list on IT Park’s website is out of date.
- IT Park’s virtual-office service, which lets a resident work without staff at its legal address, is available only if the company’s director is a citizen of Uzbekistan (regulation, paragraphs 30-1 and 30-2). With a foreign director, the company needs a real address; every package of ours includes a legal address in Tashkent for 12 months.

- 2
Register the company
An Uzbek LLC, which can be 100% foreign-owned. A foreign company cannot apply in its own name. See company registration in Uzbekistan.
- 3
Write the business plan
The services and their volume, why they are needed, how they earn money and the expected results, with a staff plan, costs, planned investment and export income in US dollars.
- 4
Apply on my.it-park.uz
The company files online and, by filing, accepts IT Park’s standard residency contract. IT Park may not ask for documents the regulation does not require.
- 5
Answer the expert council
IT Park passes the file to its expert council within 3 working days. The council reviews the plan within 10 working days and may invite the company to present it. Defects can be fixed within 5 working days.
- 6
Start as a resident
Within 3 working days of approval IT Park enters the company in the register and informs the tax and customs authorities and the bank. Tax benefits apply from the first day of the next month.
What the application needs
- The company’s registration details as an Uzbek legal entity
- A business plan in IT Park’s form, covering each listed activity
- The founders, including the type and country of any foreign founder
- A planned staff list, income and expense items including payroll, and planned investment
- Expected export income, stated in US dollars

The regulation requires only the business plan; the online form collects the rest. Form fields can change, and we check them when we prepare your file.

Staying a resident
What an IT Park resident must do
Residency is a contract with IT Park. Between January and July 2026 IT Park withdrew the status from 768 companies, 152 of them in July for a late 2025 audit report.

- 01
Pay the deduction by the 20th
1% of total income each month, by the 20th of the next month. From 1 April 2026 a resident with income of UZS 5 billion to 100 billion that misses the export minimum pays 2%, and 3% from UZS 100 billion. Late payment costs 0.4% a day.
- 02
Meet the export minimum
Exports must reach 20% of total income for the calendar year from 1 April 2026, and 35% from 1 January 2027. Residents with income up to UZS 5 billion pay 1% whatever their exports.
- 03
Report every quarter
An activity report with copies of statistical and tax returns by the 15th of the month after each quarter, and the previous month’s income by the 7th of each month.
- 04
Have two audits a year
A statutory audit and a special-purpose audit of activities and export volumes, filed with IT Park by 1 July of the following year.
- 05
Stay inside the plan
New activities need IT Park’s approval of an additional business plan first. Changes to the charter, name, address or bank details are notified within 10 working days.
What goes wrong
Five ways IT Park residency goes wrong
Most residents who lose the status, or the benefits, miss a duty rather than a tax rule.

- 01
Counting on 2028 without exports
From 2028 the exemption, VAT apart, depends on exports above 50% of income in each calendar year. A business that sells mainly inside Uzbekistan should plan for ordinary taxes.
- 02
Treating 0% as zero cost
Staff still pay 7.5% income tax, the resident pays IT Park 1% to 3% of its total income, and two audits a year cost money. Customs fees are never exempt.
- 03
Missing the audit deadline
The audit reports are due by 1 July. IT Park withdrew residency from 152 companies in July 2026 alone for filing the 2025 audit late.
- 04
Earning outside the plan
Income from activities outside the approved business plan is taxed in the ordinary way, and activity outside the plan is a ground for losing the status. Keep separate accounts.
- 05
Going quiet
A resident may not go more than six consecutive months without paying deductions, and no activity for over six months was a common reason for withdrawal in 2026.
- Withdrawal grounds: IT Park regulation, paragraphs 21 to 29. A resident that breaks its obligations can have the benefits it used cancelled and the taxes restored (paragraph 28). 2026 figures: IT Park, 27 July 2026.

Questions
Questions about IT Park residency
Short answers to what founders ask us before they apply.
Ask us something elseWhat is IT Park Uzbekistan?
IT Park, the Technology Park of Software Products and Information Technologies, gives IT companies registered in Uzbekistan resident status with a special tax regime, and recommends foreign founders and specialists for IT visas. Residency is a status, not a place: residents can be based anywhere in Uzbekistan. Its public register listed over 4,000 companies in October 2026.
How do I become an IT Park resident in Uzbekistan?
Register an Uzbek LLC first; it can be 100% foreign-owned. Check that its activity is on IT Park’s list of 30, write a business plan in IT Park’s form and apply on my.it-park.uz. IT Park and its expert council must decide within 15 working days, and the tax benefits apply from the first day of the next month.
What are the tax benefits of IT Park residency?
Until 1 January 2028 a resident pays no profit tax, VAT, social tax or other taxes on income from its listed activities, and its staff pay 7.5% income tax instead of 12%. From 1 January 2028 to 1 January 2040 it stays exempt from every tax except VAT, but only in a calendar year in which exports make up more than half of its income. Dividends to foreign founders are taxed at 5% instead of 10% while exports exceed 50%.
Can a foreign company become an IT Park resident?
Not directly. Only a legal entity registered in Uzbekistan can be a resident, so a foreign company first registers an Uzbek LLC. The LLC can be 100% foreign-owned and can apply as soon as it is registered; nothing requires a local shareholder or a trading history.
Can an individual entrepreneur or a freelancer join IT Park?
No. The regulation admits only legal entities. A programme for self-employed people in digital work is due to be in place by 1 January 2028, but it does not yet give anyone resident status.
How long does it take to become an IT Park resident?
IT Park must decide within 15 working days of receiving the application. Within 3 working days of approval it enters the company in the register of residents, and the tax benefits apply from the first day of the following month. The company itself has to be registered first; see company registration in Uzbekistan.
How much does IT Park residency cost?
The regulation sets no application fee. A resident pays IT Park 1% of its total income every month, or 2% to 3% if it has income over UZS 5 billion and misses the export minimum, and pays for two audits a year. Our fee for preparing and filing the application for a company you already have is USD 1,500. The Premium package, at USD 9,900, covers a new company, IT Park residency, IT visas for two people, our temporary director for up to six months and 12 months of accounting with IT Park reporting.
What is the minimum export requirement for IT Park residents in 2026?
Exports must make up at least 20% of total income for the calendar year from 1 April 2026, and 35% from 1 January 2027. The test bites only on residents with income over UZS 5 billion, which then pay IT Park 2% or 3% instead of 1%. A separate test applies from 2028: the tax exemption continues only in a year in which exports exceed 50% of income.
Do IT Park residents need work permits for foreign staff?
No. An IT Park resident may hire foreign specialists without a work permit. They still need a visa or visa-free entry and registration at their place of stay. Founders, directors and specialists can get an IT visa of up to three years on IT Park’s recommendation; see work permits and IT visas in Uzbekistan.
Can a payment or fintech company become an IT Park resident?
Not with benefits. Since 1 April 2026, payment organisations, payment system operators, marketplaces (electronic payment systems) and microfinance organisations receive no IT Park tax or customs benefits, and IT Park’s application form says they cannot become residents. Software companies that sell to banks and fintechs are not affected.
Can a company lose IT Park residency?
Yes. IT Park can withdraw the status for unpaid deductions, late or unreliable reports or audits, activity outside the approved business plan, a breach of the residency contract, bankruptcy and other grounds. Benefits stop from the next month, and a resident that breaks its obligations can be made to pay back the taxes it saved. IT Park withdrew the status from 768 companies between January and July 2026.
