Is Grenada the right programme for you?

Grenada is the strongest Caribbean option for most applicants, and the only one with a route into the United States. It is closed to several nationalities and it sits inside the European Union’s phase-out request, both of which should be understood before committing.

Works well if

  • You want a US presence: Grenada citizens can apply for an E-2 treaty investor visa after a qualifying residence period
  • You are applying as a family: one contribution covers up to four people
  • You cannot travel: no visit is required at any stage, and the interview is conducted remotely
  • You want multi-generational inclusion: parents, grandparents and siblings are admissible
  • You want speed with substance: sixty business days, with due diligence that will withstand scrutiny

Does not work if

  • You hold Russian, Belarusian or North Korean nationality: these are ineligible
  • Schengen access is your sole objective: the European Union has asked the Caribbean programmes to close by 1 June 2028
  • You want the cheapest route: Sao Tome and Principe and Vanuatu are materially less expensive
  • Your source of funds cannot be documented: due diligence is thorough and fees are not refunded on refusal

The National Transformation Fund is a non-refundable contribution and is the route most applicants take. The real estate routes cost more in total once the mandatory government contribution is added, and carry resale risk at the end of the five-year holding period. They suit applicants who want an asset rather than a donation.

What the real estate route actually costs

A shared project share at USD 270,000 plus the USD 50,000 government contribution puts the minimum at USD 320,000 before fees, against USD 235,000 on the fund route. The difference of USD 85,000 buys an asset with an uncertain resale market. Approved Caribbean CBI real estate has historically been difficult to sell at the purchase price, because the pool of onward buyers is largely limited to the next round of applicants.

Families of five or more carry an additional contribution per dependant beyond the base four. Published figures for those additional amounts vary between sources and are not confirmed on the agency’s own fee schedule, so we do not state them here. We confirm them in writing with the agency before quoting any family of five or more.

What is actually at risk before approval

Application, processing and due diligence fees are paid on submission and are not returned if the application is refused. For a family of four that is USD 22,000. The USD 235,000 contribution is paid only after approval in principle, so the contribution itself is not exposed. Anyone with a prior refusal, a complex source of funds position, or a nationality on a restricted list should resolve that before submitting.

Eligibility

Grenada citizenship by investment requirements

The requirements fall into four parts: your nationality must not be restricted, you must be over eighteen, your family must meet the dependency criteria, and your source of funds must be documented to the standard the agency expects. Most refusals turn on the last of those rather than the first three.

Nationality restrictions

Nationals of Russia, Belarus and North Korea are ineligible. Nationals of Iran, Afghanistan, Sudan and Yemen may be considered on a conditional basis, generally requiring that the applicant emigrated before the age of eighteen and has held long-term residence in an approved jurisdiction with no remaining economic ties to the country of origin.

Grenada’s restricted-nationality position is applied through agency practice and processing suspensions rather than a single published exclusion order of the kind St Kitts and Nevis issued in 2023. We confirm the current position for a specific nationality with the agency before any fee is paid.

Who can be included in the application

Spouse. Included in the base contribution for a family of up to four.
Children. No minimum age. Dependency criteria apply for adult children.
Parents and grandparents. Admissible where financially dependent on the main applicant.
Siblings. Admissible subject to dependency criteria, which is unusual among Caribbean programmes.

The main applicant must be at least eighteen. There is no maximum number of dependants, though each person beyond the base four carries an additional contribution and their own fee layer.

The process

From first assessment to passport

Grenada targets approval within sixty business days of submission. There is no expedited service, and the timeline depends on how clean the due diligence file is.

Preliminary assessment

We check nationality, family composition and background against Grenada’s rules before any fee is paid. This is where an unsuitable application should be stopped.

Source of funds preparation

Documentary evidence of how the funds were earned or acquired. This is the most common cause of delay and the stage that most rewards preparation.

Submission through a Local Agent

Grenada accepts applications only from licensed Local Agents. Direct applications are not accepted, and investment payments route through the agent’s escrow account.

Due diligence and remote interview

Conducted by the Investment Migration Agency with an external screening provider. The interview is held online as part of this stage.

Approval in principle

The agency confirms the applicant has passed due diligence and invites payment of the contribution. Target is sixty business days from submission.

Contribution payment

The USD 235,000 is paid at this point, after approval, which is what keeps the contribution itself off the table if the file is refused.

Certificate and passport

The certificate of registration is issued and the passport follows. No visit to Grenada is required at any point in the process.

Programme status

Where the Grenada programme stands in September 2026

The programme is open and processing normally. Two developments should factor into a decision made this year.

The European Union phase-out request

Letters were sent to the five Eastern Caribbean states on 25 June 2026 requesting that the programmes be phased out, with a transition period ending 1 June 2028. This follows Regulation (EU) 2025/2441, in force since 30 December 2025, which makes operating an investor citizenship scheme a self-standing ground for suspending visa-free access. No programme has closed and no Schengen access has been suspended. Grenada retains visa-free access to the Schengen area and the United Kingdom.

Domestic legislative reform

Grenada’s Finance Minister announced in December 2025 an intention to repeal and replace the Citizenship by Investment Act during 2026, ahead of the new regional regulator. Due diligence fees are expected to rise by roughly USD 2,500 to 3,000 per applicant when the changes take effect. Applicants who are ready should factor that into timing.

What this means in practice

A Grenadian citizenship granted today is permanent and is not affected by the programme later closing to new applicants. What carries risk is the visa-free access attached to it, which is decided by the European Union rather than by Grenada. If Schengen access is the whole reason for applying, that risk needs pricing in. If the objective is a stable second nationality, E-2 eligibility, banking access or a base outside a single jurisdiction, the position is considerably more robust.

How to get a Grenada passport

There are three routes to a Grenada passport. You can qualify by descent if a parent or grandparent was Grenadian, by naturalisation after a qualifying period of residence in Grenada, or through the Grenada CBI programme. Citizenship by investment is the only one of the three that requires no residence and no relocation, which is why it is the route most international applicants use.

Under the investment route the passport is issued after the certificate of registration, once the contribution has been paid and citizenship granted. Grenada permits dual citizenship, so you do not renounce your existing nationality to hold a Grenadian one. Whether your own country permits you to hold both is a matter for its nationality law, not for Grenada, and should be checked first.

Grenada passport travel access

A Grenada passport carries visa-free or visa-on-arrival access to a broad range of destinations including the Schengen area, the United Kingdom and China. Access is set by each destination country, changes over time, and should be confirmed for your specific travel plans rather than relied on from any published count. Renewals are handled through the Grenadian passport authority and do not require you to relocate.

The US E-2 treaty investor visa

Grenada is the only Caribbean citizenship by investment programme whose citizens can apply for a US E-2 treaty investor visa. This is a renewable non-immigrant visa allowing you to live in the United States while directing a substantial business investment there. It is not a green card and it is not automatic.

Since the FY2023 National Defense Authorization Act, an applicant who acquired citizenship by investment must have been domiciled in the treaty country for at least three years before the E-2 application. Anyone acquiring Grenadian citizenship specifically for E-2 purposes should plan around that requirement from the outset.

Tax

Grenada does not tax worldwide income of non-residents, and has no wealth, inheritance or capital gains tax. Acquiring citizenship does not by itself change your tax residence, and for a United States citizen it changes nothing until expatriation. Establish your position with a qualified adviser in the relevant jurisdictions before applying, not after.

Is Grenada better than St Kitts and Nevis?

Grenada costs $235,000 against $250,000 for St Kitts and Nevis, admits siblings in addition to parents and grandparents, and is the only Caribbean programme with US E-2 treaty access. St Kitts and Nevis is older, established in 1984, and carries slightly broader travel access. Both exclude Russian and Belarusian nationals. On value, Grenada wins; on prestige and travel breadth, St Kitts.

How does Grenada compare with Vanuatu or Sao Tome and Principe?

Vanuatu at $130,000 and Sao Tome and Principe at $90,000 are considerably cheaper and faster, and both remain open to Russian nationals. Neither has visa-free access to the Schengen area or the United Kingdom, and Vanuatu lost its EU access permanently in December 2024. Grenada costs more and takes longer but carries far broader travel access and the E-2 route.

Is the Grenada real estate route worth the extra cost?

Usually not on cost alone. The fund route is $235,000 while the cheapest real estate route is $270,000 plus a mandatory $50,000 government contribution, so $320,000 before fees.
