Sao Tome and Principe Citizenship by Investment: Cost, Requirements and Passport Process 2026
The cheapest active programme in the world at $95,750 all in for a single applicant. Fully remote, no interview, open to nearly every nationality. It is also the newest and least proven, and it carries no European or North American travel access.
Is Sao Tome and Principe the right programme for you?
This programme does one thing better than anything else available: it grants a lawful second nationality, cheaply, remotely and quickly, to almost anyone. Everything else about it is either unproven or absent. Both halves of that sentence matter.
Works well if
- Cost is the binding constraint: $95,750 all in, against $244,000 for Grenada
- Your exposure must be limited: only the $5,000 submission fee is at risk before approval, the lowest of any programme
- You have been excluded elsewhere: open to nearly every nationality, including Russian applicants
- You cannot travel: fully remote including biometrics, and no interview at any stage
- You want optionality rather than mobility: a lawful additional nationality held in reserve
Does not work if
- You want travel access: no visa-free entry to the Schengen area, the United Kingdom, the United States, Canada or Japan
- You want a proven programme: it opened in September 2025 and has issued passports in double figures, not thousands
- You hold three or more nationalities: those applications are currently on hold
- You need certainty of process: operational rules have been changed by internal memorandum rather than by amending decree
- Reputational standing matters: the early applicant pool is heavily concentrated in higher-risk nationalities
How the programme works
A single route: a non-refundable donation to the National Transformation Fund. There is no real estate option and no investment alternative.
| Applicant composition | Donation | Notes |
|---|---|---|
| Single applicant | $90,000 | National Transformation Fund, non-refundable |
| Family of two to four | $95,000 | Total for the family, not per person |
| Each additional dependant from the fifth | $5,000 | Added to the family total |
| Newborn child added later | $500 | Post-citizenship addition |
The family threshold is the most competitive figure in the entire market. A family of four pays $95,000 in donation against $235,000 for Grenada and $250,000 for St Kitts and Nevis. That is not a marketing framing, it is what the Act says. Whether the citizenship is worth what you pay for it depends entirely on what you need it to do.
Who administers it
The Citizenship by Investment Unit is operated as a public-private partnership, with an administrative office in Dubai and day-to-day management contracted to a private advisory firm. The unit is directed by a former Minister of the Economy. This structure is not unusual for a new programme, but it is worth understanding: you are dealing with a government function delivered through a commercial operator.
What Sao Tome and Principe actually costs
The fee structure is unusually transparent and unusually low-risk. Only the submission fee is payable up front, and it is the only sum exposed if you are refused.
| Item | USD | Basis |
|---|---|---|
| Submission fee | 5,000 | One-time, any family size, non-refundable |
| Donation, single applicant | 90,000 | Payable within 90 days of approval in principle |
| Donation, family of two to four | 95,000 | Family total |
| Passport issuance | 350 | Per person |
| National identity card | 150 | Per person |
| Certificate of registration | 250 | Per person |
| Post-approval addition of spouse | 10,000 | Plus a $5,000 resubmission fee |
| Post-approval addition of other dependant | 5,000 | Plus a $5,000 resubmission fee |
Total cost by composition
| Composition | Submission | Donation | Documents | Total |
|---|---|---|---|---|
| Single applicant | 5,000 | 90,000 | 750 | 95,750 |
| Applicant and spouse | 5,000 | 95,000 | 1,500 | 101,500 |
| Family of four | 5,000 | 95,000 | 3,000 | 103,000 |
These figures come from the text of Decree-Law No. 07/2025 as published and reported by specialist investment migration media. The unit’s own website was not readable by automated access at the time of writing, so we have not verified them against a government fee page in the way we have for Grenada and St Kitts and Nevis. We confirm them in writing before any engagement.
Why the risk profile is different here
On every other programme the due diligence fee is the exposed sum, and it runs from $5,000 in Vanuatu to $32,500 for a St Kitts family with teenagers. Here it is a flat $5,000 submission fee regardless of family size, with the donation payable only after approval in principle. If you are refused, you are out $5,000. That is the lowest downside of any programme in this market, and for an applicant with an uncertain profile it is a genuine reason to consider Sao Tome first.
Professional fees are not shown on this page. They depend on family composition, nationality and the complexity of the source of funds position, and are set out in writing before any engagement begins.
Sao Tome and Principe citizenship by investment requirements
Nationality position
The programme is open to nationals of every country except North Korea. Russian, Belarusian and Iranian applicants are eligible, which is why this and Turkey are the routes most commonly available to those excluded from the Caribbean.
The three-nationality hold
An internal directive issued in April 2026 placed a hold on applicants already holding three or more nationalities. Dual nationals are unaffected. The same directive froze passport issuance for adult dependants pending a formal process and introduced remote biometric enrolment.
These changes were introduced by unit memorandum rather than by an amending decree. That gap between the statute and day-to-day practice is the clearest sign that this is a young programme still settling. It is not a reason to avoid it, but it is a reason to verify the current rules on the day you apply rather than relying on anything published earlier, including this page.
Who can be included
Documents required
From assessment to passport, entirely remotely
Six weeks is the target. The first cohort averaged closer to two and a half months, with the fastest file completing in about one month. There is no interview and no requirement to travel at any stage.
Current rules check
We verify the live position with the unit before anything else. This programme has changed its operating rules by internal memorandum twice since launch, so what was true last quarter may not be true today.
Eligibility and nationality screen
We confirm you are not caught by the North Korea exclusion or the three-or-more-nationalities hold, and that your dependants fit the current criteria.
Source of funds preparation
Documentary evidence assembled to the unit’s standard. Cryptocurrency is reportedly accepted as evidence, which most programmes will not consider.
Submission through a licensed agent
Only licensed agents may submit. Unlicensed marketing of this programme reportedly attracts a substantial statutory penalty, so verify who you are dealing with.
Submission fee and due diligence
The $5,000 submission fee is paid at this point. It is the only sum at risk if the application is refused.
Approval in principle
The unit confirms the applicant has cleared screening. The donation becomes payable within ninety days of this point.
Donation payment
The $90,000 or $95,000 donation is paid to the National Transformation Fund after approval, not before.
Remote biometrics and passport
Biometric and video verification is completed remotely, then the certificate of registration, identity card and passport are issued.
What we can and cannot verify
This is the newest programme covered on this site and the one where the gap between what is claimed and what is confirmable is widest. Here is the honest position on all three.
It is genuinely operating
The legal basis is real, the unit exists, and passports have been issued. The first cohort ran to roughly 98 applications with 27 approvals and first passports delivered in January 2026. Volumes have grown since. This is not a paper programme.
It is unproven at scale
Passports issued are measured in dozens, not thousands. There is a reported backlog between approval and issuance. A programme this young has not yet been tested by a compliance failure, a diplomatic dispute or a change of government.
The applicant pool is concentrated
In the first cohort three nationalities made up over half of all applications, and the top five made up roughly eighty percent. A later report put Russian and Iranian applicants together at close to a third. Concentration in higher-risk nationalities is what tends to attract international attention.
The one thing working in its favour
Sao Tome and Principe has no visa-free access to the Schengen area, which means the European Union has no leverage over it of the kind now being applied to the Caribbean. The programmes facing a phase-out request by 1 June 2028 are the ones with something the European Union can withdraw. Sao Tome has nothing to lose in that respect, which paradoxically makes it more durable, if considerably less useful.
The Sao Tome and Principe passport, travel and tax
Travel access, stated plainly
The passport carries no visa-free access to the Schengen area, the United Kingdom, the United States, Canada or Japan. Access is concentrated in parts of Africa, Asia and the Caribbean. The unit’s own figure is around sixty destinations counting visa-on-arrival; independent indices place it anywhere between the mid-fifties and the high nineties depending on methodology, which is a spread wide enough that no single number should be relied on.
If a provider quotes you a specific destination count for this passport, ask which index they are using and when it was published. The variance between published figures for Sao Tome is larger than for any other programme on this site.
Dual citizenship
Dual citizenship is permitted and you do not renounce your existing nationality. Note the separate hold on applicants who already hold three or more nationalities, which is an eligibility rule rather than a restriction on holding them afterwards.
Tax
Acquiring citizenship does not by itself change your tax residence, which depends on where you actually live. Sao Tome and Principe is not a meaningful tax planning instrument, and anyone presenting it as one is overselling. For a United States citizen nothing changes until expatriation.
Banking
A passport from a programme launched in 2025, with a concentrated applicant profile and no major-market visa-free access, will attract enhanced scrutiny at account opening. If banking access is your objective, this is not the instrument, and a UAE residence permit or a more established citizenship will serve you considerably better.
How Sovera handles a Sao Tome application
We verify the current operating rules with the unit before quoting, because they have changed twice by internal directive since launch. We then screen eligibility, prepare the source of funds file and submit through a licensed agent.
We are candid about what this programme is. It is the cheapest and lowest-risk entry into a lawful second nationality available anywhere, and it is also the least proven. If your objective is travel access, we will point you to Grenada or St Kitts and Nevis. If your objective is a lawful additional nationality at minimum cost and minimum downside, this is a serious option.
Sovera Global L.L.C-FZ is a licensed corporate services provider regulated in the Meydan Free Zone, Dubai, and supervised by the UAE Ministry of Economy under Commercial Licence 2531729. We are not a licensed agent of the Sao Tome and Principe Citizenship by Investment Unit. Applications are prepared by us and submitted through a licensed agent. All approvals are at the sole discretion of the Government of Sao Tome and Principe and are subject to due diligence. No outcome is guaranteed and no timeline is promised. Fee figures on this page are taken from Decree-Law No. 07/2025 as reported by specialist media and have not been verified against a government fee page. Nothing on this page is legal or tax advice.
Sao Tome and Principe citizenship by investment: frequently asked questions
How much does Sao Tome and Principe citizenship cost?
A single applicant pays $95,750 all in: a $5,000 submission fee, a $90,000 donation, and $750 in passport, identity card and certificate fees. A family of four pays $103,000. This is the cheapest active citizenship by investment programme in the world.
How long does it take?
Six weeks is the stated target. The first cohort averaged closer to two and a half months, with the fastest file completing in about one month. There is a reported backlog between approval and passport issuance.
Do I have to visit Sao Tome and Principe?
No. The process is fully remote, including biometric and video verification. There is no interview and no residence requirement at any stage.
Can Russian citizens apply?
Yes. The programme is open to every nationality except North Korea. Russian applicants made up the largest single group in the first cohort. Turkey and Vanuatu are the other routes generally available to applicants excluded from the Caribbean.
Does the passport give visa-free access to Europe?
No. There is no visa-free access to the Schengen area, the United Kingdom, the United States, Canada or Japan. Access is concentrated in parts of Africa, Asia and the Caribbean. If European mobility is your objective, this programme does not deliver it.
Is the programme legitimate?
Yes. It is established by Decree-Law No. 07/2025 under Article 10 of Nationality Law No. 07/2022, administered by a government unit, and it has issued passports since January 2026. Legitimacy and usefulness are separate questions, and this programme scores well on the first.
What is the three-nationality hold?
An internal directive issued in April 2026 placed applications from people already holding three or more nationalities on hold. Dual nationals are unaffected. Because this was introduced by memorandum rather than amending decree, the position should be verified at the time you apply.
How does it compare with Vanuatu?
They occupy similar ground: cheap, fast, remote, open to nationalities the Caribbean excludes, and no European access. Sao Tome is cheaper at $95,750 against roughly $135,000 all in for Vanuatu, and exposes only $5,000 before approval. Vanuatu is more established but carries a FATF grey-listing and lost EU access permanently in December 2024.
How does it compare with Grenada or St Kitts and Nevis?
It is less than half the price and far faster, and it is open to nationalities both exclude. It has none of their travel access, none of their track record, and no equivalent of Grenada’s US E-2 route. If you qualify for the Caribbean and want mobility, go there. If you do not qualify, or mobility is not the point, this is the cheapest lawful option.
What happens if my application is refused?
You lose the $5,000 submission fee. The donation is payable only after approval in principle, so nothing else is exposed. This is the lowest downside of any programme covered on this site.
Can I include my parents?
Reportedly yes, above a minimum age of fifty-five and subject to financial dependency. Note that passport issuance for adult dependants was frozen by the April 2026 directive pending a formal process, so confirm the current position before including them.
Is cryptocurrency accepted as source of funds?
Reportedly yes, which is unusual and is one reason the programme attracts applicants who have struggled elsewhere. It should not be taken to mean screening is light: source of funds still has to be documented and traced.
Should I be concerned that the programme is so new?
It is a legitimate concern and you should weigh it. The programme launched in September 2025, has issued passports in double figures rather than thousands, has changed its operating rules twice by internal memorandum, and has an applicant pool concentrated in a small number of higher-risk nationalities. None of that makes it improper. All of it makes it less predictable than a programme running since 1984.
